Other winners for Category A were the Municipalities of Agoo and Balaoan, second and third place, respectively.

(HEED Foundation) receive a trophy for winning 1st Runner-Up in the Search for the Best Non-Government Organization – Local Government Unit (NGO-LGU) Partnership CY 2018 at the Bangko Sentral ng Pilipinas Regional Office, City of San Fernando, La Union on June 26, 2019. The official entry of La Union was entitled “Naguilian Watershed Forest Reserve–Rainforestation Management and Community Development (NWFR-RMCD) Project.
