In response to President Rodrigo Duterte’s call for promotion of gender equality and empowerment of women, Ordinance No. 177-2019 empowering Mutia ti La Union to perform functions for her one-year reign to promote gender and development and Agri-Tourism in the province was passed in the Province of La Union.
Promoting women empowerment and gender equality has been taken as one of the development goals of the Provincial Government of La Union under the leadership of Gov. Francisco Emmanuel “Pacoy” R. Ortega III.
The ordinance outlines the major functions of the Mutia ti La Union for her one-year reign. Under the ordinance, the Mutia ti La Union will act as a spokesperson in matters of Gender and Development and Agri-Tourism in the province championing Women’s rights and empowerment.
It is highlighted in the ordinance that the province takes cognizance of the ability of the chosen Mutia ti La Union as effective instrument in the promotion of Agri-Tourism program of the province.
Part of her duty as Ambassadress of Goodwill and Tourism, the Mutia is required to draft a one-year plan of programs, projects, and activities anchored towards Gender Development and Empowerment and Agri-Tourism Development in the province. The plan will include the corresponding timeline, targets, and specific financial requirements of the programs or projects proposed within the limit of fund appropriated and will be endorsed by the Provincial Tourism Officer, reviewed or endorsed by the Local Finance Committee, and will be then approved by the Provincial Governor.
The Mutia will also submit a monthly report of her projects on Gender Development and Empowerment and Agri-Tourism to the Provincial Governor through the Provincial Tourism Officer. The report will provide updates on the progress and implementation of the programs being proposed or conducted, or activities participated.
The ordinance was designed to recognize the important role of the chosen Mutia ti La Union in the promotion of Gender Advancement and Development in the Province of La Union wherein Magna Carta of Women or Republic Act 9710 and Article II Section 14 of the 1987 Constitution were provided as the legal bases.
