The Sangguniang Panlalawigan approved an ordinance requiring full disclosure of the names of beneficiaries/grantees/recipients of the Social Amelioration Program (SAP), Pantawid Pamilyang Pilipino (4P’s) And COVID-19 Adjustment Measures Program (CAMP) in all barangays in the province of La Union.
Board Member Nancy Corazon Bacurnay, principal author said that the ordinance has been approved under the principle of transparency wherein the review and checking of the veracity of the profiling of recipients will be a deterrent measure in avoiding duplication of granting of amount under the SAP and also the said list could be used as the basis for further social programs granted by the government.
According to her, the ordinance stems from Republic Act 11469, otherwise known as the Bayanihan to Heal as One Act, which empowers the national government to provide an emergency subsidy to 18 million families who are considered as poorest among the poor. The subsidy shall amount to a minimum of P5,000.00 to a maximum of P8,000.00 per month for two months for basic food and medicine.
She added that DILG Advisory dated April 3, 2020 on the implementation of SAP and other PPA’s against COVID-19 provides to adopt full disclosure policy in the releasing of the list of target beneficiaries, including the posting in public and conspicuous places the names of the beneficiaries listed.
Non-compliance by the concerned officials shall be a ground for the filing of administrative case without prejudice to the imposition of other applicable penalties provided under Republic Act 11469, otherwise known as the Bayanihan to Heal as One Act and other laws, rules and regulations.
