During the visit of Gov. Francisco Emmanuel โ€œPacoyโ€ R. Ortega III to the Municipality of San Gabriel on June 2, 2021, Mayor Herminigildo M. Velasco expressed their gratitude for the Governorโ€™s guidance through the Stronger La Union strategy and the Provincial Government of La Unionโ€™s (PGLUโ€™s) continuous support in terms of the different programs for CoViD-19 response and recovery, as well as the development of the different sectors in the municipality.

After series of site validation and evaluation of different Local Government Units and Municipal Bodies of Water, winners of the Search for Cleanest, Safest and Greenest (CSG) Local Government Units (LGUs) of La Union 2019 received their prizes on June 1, 2021 in front of the La Union Agri-Tourism Center, City of San Fernando, La Union.
Awardees for the First to Third Class Municipalities were Agoo – 1st Place winning Tornado 2.6C Dropside; Bacnotan – 2nd Place winning Tornado M5.2C Dropside; and Balaoan – 3rd Place winning Tornado 2.6C Dropside. For the Fourth to Fifth Class Municipalities, Sudipen and Burgos secured the third place where a Tornado 4.4C Mini Dump Truck and Gratour MT 11.5L Dropside were their prizes respectively. Finally, for the Municipal Bodies of Water, Bulalakaw Falls of Bagulin -1st place won a Tornado 4.4C Mini Dump Truck; while Baroro River of Bacnotan โ€“ 2nd place and Immuki Island of Balaoan โ€“ 3rd place had the value of their prizes added to their prizes as CSG Awardees.
OIC, PG-ENRO EnP. Annalyn Rosario-Valdez echoed Gov. Francisco Emmanuel โ€œPacoyโ€ R. Ortega IIIโ€™s message that the project is in support to the attainment of the vision to position La Union as the Heart of Agri-Tourism in Northern Luzon by 2025.
With the aim to mobilize all sectors of the society in transforming and helping their communities into clean, safe and green areas, Executive Order No. 05, series of 2019 updates the Provincial Search Committee for the Search for CSG LGUs in the Province of La Union.

La Union Levels Up Rescue Operations

To step up the game of relief and response in the Province of La Union, Provincial Disaster Risk Reduction and Management Office personnel underwent an Air-to-Ground Operations Seminar โ€“ Humanitarian Assistance and Disaster Relief Training conducted by the Philippine Air Force (PAF) with the Tactical Operations Group 1 and 505 Air Rescue Squadron Air Mobility Wing on May 31, 2021 at Barangay Bungro, City of San Fernando, La Union.

The participants were trained in marshalling air rescue efforts which includes communicating with aircraft pilots and in assisting in the aircraft landing during relief, response and evacuation operations and in far flung areas of the province not reachable by land vehicles.

Pacoy na parte ng operations yung siguraduhing ligtas โ€˜din kaming mga rescuers,โ€ said Michael Angelo Dy Yaco, one of the rescuers-trainees.

Representatives of the training team CPT Ruben Paleyan PAF; LTC Jack Ray M. Mosomos PAF; and ILT Archie A. Dumloan PAF also paid a courtesy call to Gov. Francisco Emmanuel โ€œPacoyโ€ R. Ortega III assuring the continuous alignment and support of the PAF and the Provincial Government of La Union.

CULTURAL MAPPING TOOLKITS DISTRIBUTED TO LA UNION LGUS

In the continuing pursuit of preserving and promoting La Union culture, arts and language, the Provincial Government of La Union (PGLU) through the La Union Provincial Tourism Office (LUPTO)-Culture and the Arts Section (CAS) distributed Cultural Mapping Toolkit donated by the National Commission on Culture and the Arts (NCCA) on May 27 and May 31, 2021. This Mapping Toolkit is received by the Municipal Mayors and representatives of the different Local Government Units of the province.

This mapping toolkit serves as guidelines and specifically aims to help LGUs fulfil their mandate under the republic Act 10066, known as the Heritage Law, to conduct inventory of cultural properties in pursuit to protect, conserve and promote their local and national heritage.

The said toolkit contains manuals on the Principles and Procedures of Local Cultural Mapping and the step by step process for filling out the Philippine Registry of Cultural Property (PRECUP) forms for proper documentation of culture and heritage resources of a locality.

This would also aid the LGUs to comply with NCCA-DILG Joint Memorandum Circular 001-2021 in submitting their Annual Local Cultural Inventory (LCI) to NCCA.

The Provincial Government of La Union continues to intensify strong ties with NCCA and other stakeholders to further enrich the culture of the province and promote heritage preservation. Thus, the PGLU is committed to its deep commitment for the growth of culture and arts in the whole Province of La Union.

The Province of La Union, consistently submitting the provincial Local Cultural Inventory (LCI) to the National Commission for Culture and the Arts (NCCA), ranks 9th of the Top 10 provinces all over the Philippines with highest compliance of LCI submission for year 2020. This recognition was collectively achieved by the province along with 18 other component local government units (LGUs) in the province achieving the compliance rate of 90.48%.
Republic Act No. 10066 or the National Cultural Heritage Act of 2009 requires all LGUs to establish and maintain a local cultural property registry. LCI submission is facilitated by NCCAโ€™s Philippine Registry of Cultural Property (PRECUP) as the registry oversight body of all national and local cultural property.
This year, the NCCA and the Department of Interior and Local Government (DILG) issued the Joint Memorandum Circular (JMC) 2021-001 to provide amended procedures on LCI submission and issuance or non-issuance of certificate of compliance (COC). The guidelines provide streamlined mechanisms on new PRECUP forms, schedule of submission, and amended listing and de-listing procedures.
The new JMC highlights the importance of LCI submission COC as an indicator of the โ€œExistence of Updated Cultural Property Inventoryโ€ under the criteria of Tourism, Heritage Development, Culture and Arts for LGUs to achieve the sought-after Seal of Good Local Governance.

PGLU-ENRO Spearheads Month of the Ocean and International Biodiversity Day Celebration 2021

In celebration of the Ocean Month and International Biodiversity Day 2021, the Provincial Government of La Union conducts the SCUBAsurero Ocean Clean-up Program on May 21 and 28, 2021 at Fish Sanctuary, Pagdalagan, Bauang, La Union and Kasay Marine Protected area San Agustin and Canaoay, City of San Fernando, La Union. 25 SCUBA Divers collected approximately 87 kilograms (wet weight) solid wastes. Out of these, 12 kilograms from underwater and shoreline of Pagdalagan Fish Sanctuary while 75 kilograms collected beneath kasay MPA, San Agustin, CSFLU.

PGLU Hosts Labor Education, Career Guidance Webinar for First Time Jobseekers

Representatives from the different government agencies discuss during the Labor Education and Career Guidance Webinar for First Time Jobseekers on May 28, 2021 at 5/F LUPAC Bldg., City of San Fernando, La Union. 134 college graduating students from the different campuses of Don Mariano Marcos Memorial State University (DMMMSU) participated in the webinar while 2,100 viewers streamed the program from the Facebook Page of DMMMSU-MLUC.
