Youth Empowerment
To encourage and enable the youth to be a catalyst of good governance making them a role model by providing significant and sustainable programs, projects, and activities.

Good Health and Well-Being
Strengthening healthy lives and promote well-being, focuses on ensuring universal access to sexual and reproductive health-care services, including family planning, information, and education, as well as integrating reproductive health by implementing programs and to provide assistance to sports development by supporting young athlete by strengthening the Sports Development Council Ordinance in the province.

Quality Education
Continuous support to universal quality education and affordable vocational programs in support to the out-of-school youth and alternative learning system and to provide support to all interested youth in cross-boarder exchange programs as an avenue of creating opportunities and excellence.

Social Inclusion
Ensure and encourage active participation of differently abled youth, LGBTQIA+ youth, and IP youth in all Sangguniang Kabataan-initiated programs, projects and activities and to ensure an active role in the Provincial Youth Development Council.
