BM MOSUELA AMONG LU SP’s TOP LEGISLATIVE PERFORMERS

As first semester of the year closes, the performances of La Union’s legislators were reviewed through the accomplishment report of the 21st Sangguniang Panlalawigan (SP). Although legislation is not a one-man solo performance, the individual efforts and initiatives of the members are also worth commending and recognizing.
Known author of legislation books Reverendo Dihan claimed that it is in the committees where the true action for local legislation exists. For this semester and for the last two political terms, Board Member (BM) Reynaldo M. Mosuela had been the chairperson of the SP Committee on Laws, Rules and Privileges (CLRP). As the lead committee, CLRP stands as the most active having the most number of committee meetings and hearings conducted as well as the most number of committee reports submitted and rendered in plenary session. CLRP also assisted the most number of committee reports as joint committee and/or as vice-chairperson.
While quantity is not the only basis for outstanding legislative performance but the real impact of the legislative policy to the lives of the people in collaboration to its implementing mechanisms, Board Member Mosuela had actually authored various important legislative proposals both ordinances and resolutions and shared the same to his colleagues as co-authors for he truly believes that legislation is definitely not a one-man show and not a venue to grandstand but in paramount consideration to the plight of the affected sectors of our society.
Despite being a law professor and practitioner, he comes to his office at the Provincial Capitol every day to attend to various committee-related functions as well as to review the contents of the weekly SP Agenda. He is likewise one of the six board members who perfected the attendance to the 26 regular sessions and one special session during the first semester of 2018 along with BM Francisco “Kit” C. Ortega, Jr.; BM Carlo Castor U. Concepcion; BM Maria Annabelle S. de Guzman; BM Ruperto A. Rllera, Jr. and BM Bellarmin A. Flores II and BM Reynaldo M. Mosuela.
With the total of 52 privilege speeches rendered for the first semester, he ranked second with a total of 13 speeches rendered, second to Board Member Bellarmin A. Flores II who ranked first and rendered a total of 15 speeches.
Board Member Mosuela is on to serving his 3rd political term as Board Member, a staunch federalism and “no to divorce” advocate.
