As she celebrated her 27th birthday on March 14, 2024, Gov. Raphaelle Veronica “Rafy” Ortega-David brought a total of 174 learners from different elementary schools of La Union to the MV Doulos Hope International Floating Bookfair to give them a unique out-of-classroom learning experience and to further kindle their love for reading.
