La Union First Province to Cascade OTOP Law in PH

The Provincial Government of La Union (PGLU) led by Gov. Raphaelle Veronica “Rafy” Ortega-David, in partnership with the Department of Trade and Industry (DTI) - La Union conducted a One Town, One Product (OTOP) Cascading Workshop on December 4, 2023, at Hotel Ariana, Bauang, La Union, the first activity of its kind on Republic Act No. 11960, otherwise known as the OTOP Philippines Act whose Implementing Rules and Regulations has been recently approved on December 3, 2023.
In her message, Gov. Rafy, represented by Board Member Henry Balbin, said, “Here in our province, we recognize the significance of OTOP as a driving force in La Union's local development. Each town has a unique identity and a distinct product that reflects our culture and craftsmanship. This workshop serves as a platform to harness these strengths. As we explore the details of our OTOP, let us envision a future where every town in La Union thrives through the success of its signature product.” She also encouraged participants to take part in #LaUnionPROBINSYAnihan creating sustainable economic opportunities for communities while fostering innovation and resilience.
DTI Assistant Secretary Leonila Baluyut discussed the provisions of the OTOP Law and has steered the participants in realizing their OTOP products to help in the growth of their MSMEs. A total of 35 participants from the different component local government units of La Union attended the seminar. The activity aims to help LGUs in support of the Micro, Small, and Medium Enterprises to determine, develop, and promote products and services that encompass the identity, creativity, and community resources that shall be considered as “Pride Products” of their respective towns.
The OTOP program is an institutionalized stimulus program of DTI that promotes local products and capacitates the MSMEs through developing indigenous raw materials, utilizing local skills and talents, and featuring local traditions and cultures across the country.
The PGLU will continue to pilot programs and initiatives that will contribute to prospering the MSMEs, supporting #TatakLUkal products, and boosting the local economy.
