In an effort to professionalize the procurement organization of the Provincial Government of La Union (PGLU), employees from various offices and district hospitals recently participated in a 2-day workshop on procurement planning and budgeting. The workshop, held on July 13-14, 2023, took place at the PDRRMO Training Hall in Sevilla, City of San Fernando, La Union.
The workshop aims to enhance the participants' skills in procurement planning and budgeting, enabling them to develop client-driven, efficient, and transparent Budget and Procurement plans. The workshop discussions were led by the Provincial General Services Officer, Mr. Arvin C. Camacho, who articulately discussed the salient provisions of RA 9184, and the General Principles and Guidelines on Procurement Budget Planning.
The workshop discussions shed light on the transformative governance approach, emphasizing the importance of a transparent government budget that aligns with the tangible targets of the PGLU. By understanding these principles, the participants gained a deeper understanding of their role in promoting transparency and accountability within their respective offices and district hospitals. This commitment to financial performance and transparency ultimately contributes to a people-centered and driven governance framework, with the overarching goal of achieving optimal and responsible utilization of financial resources.
This activity serves as the Strategic movement by the Bids and Awards Committee to re-orient the PGLU offices and District Hospitals to re-orient the procurement process and its linkage to budget plans, promoting a more efficient and effective procurement process.
Participants expressed their enthusiasm for the workshop, highlighting the valuable knowledge and practical skills they acquired during the two-day event.
As the PGLU strives towards its vision to be the Heart of Agri-Tourism in Northern Luzon by 2025, a transparent and accountable governance framework will play a vital role in achieving such.
