PGLU Intensifies Culture and Heritage Inititatives: Joint Council Meeting Propels Conservation and Development

To further strengthen its culture, arts and heritage conservation, promotion and development initiatives, the Provincial Government of La Union through the La Union Provincial Tourism Office (LUPTO) – Culture and the Arts Unit (CAU) facilitated the Joint La Union Council for Culture, Arts and Language (LUCCAL) and La Union Museum Board (LUMB) 2nd Quarter Meeting held on June 15, 2023 at the PDRRMO Training Hall, Sevilla, City of San Fernando, La Union with Honorable Board Member Cynthia Angelica M. Bacurnay, Committee Chairperson on Education, Culture, and the Arts, as the Acting Presiding Officer.

The meeting highlighted four agenda items which include the LUPTO – CAU 1st Semester Accomplishment and 2nd Semester Calendar of Activities, LUCCAL Internal Rules and Procedure, Kampeon ti Lengguahe 2023, and Updates on Establishment of the Museo ti La Union: Center for The Arts, Culture and Heritage.

The council members have decided to amend some provisions in the ordinance reorganizing LUCCAL to add a Vice-Chairperson and to specify meeting schedules. One of the crucial points discussed during the meeting is the plan to rework on the guidelines of Kampeon ti Lengguahe. The council members agreed among themselves that previous champions will no longer be allowed to rejoin the said contest. Gunglo Dagiti Mannurat ti Iloko (GUMIL) – La Union Chapter President and LUCCAL Member Djuna Alcantara also suggested that the guidelines must include Iloko translation to honor the Iloko Code as the foundation of Kampeon ti Lengguahe Awards. She pledged that the GUMIL will help on the translation to guarantee the accuracy and correctness.

Furthermore, the nomination for LUMB members from the private sector commenced among the members of the Board. Three of the representatives shall be selected by the Governor from a short list of nominees submitted respectively by art, academic and indigenous people's organizations recognized by the Sangguniang Panlalawigan of La Union; other two (2) shall be selected on the basis of their expertise on local history and on promotion and preservation of culture; and the remaining five (5) shall be selected on the basis of their demonstrated interest and commitment to history, culture and arts.

On behalf of Gov. Raphaelle Veronica Ortega-David, Board Member Bacurnay extended her gratitude to the council members for their unwavering support and active participation in promoting while sustaining the culture and heritage of the province. She further reminded everyone to continue the active coordination and collaboration among members to uphold good governance and development in the Province of La Union.

In the pursuit of forging a strong sense of responsibility and collective efforts towards #LaUnionPROBINSYAnihan, the council is committed to discharge its powers and duties to ensure the delivery of objectives as defined in the ordinance.
