PGLU Gives Bicycles, Gulayan to Out-of-School-Youth

Intensifying the P.U.S.O agenda of Gov. Raphaelle Veronica “Rafy” Ortega-David, the Provincial Government of La Union (PGLU), through the Provincial Social Welfare and Development Office (PSWDO), awarded 20 “Poortuner” to selected Out-of-School Youth (OSY) on February 28, 2023, at the La Union Pasalubong Center, City of San Fernando, La Union
With the aim to promote development among the OSY sector, PGLU and PSWDO actively initiated the provision of livelihood assistance through tangible and long-lasting income-generating equipment such as the “Poortuner” — assistance that can be considered highly appropriate to their area of residence.
The “Poortuner” concept was formed via the medium-term Provincial Youth Development Plan 2020-2022 and the Agri-Tourism platform of PGLU with the #La LaUnionPROBINSYAnihan being supported by the PSWDO. The project name is a play of words under its aim which is to improve the economic status of the families of OSY beneficiaries who are mostly “poor.” The bicycles will “tune” that out— utilizing it as an instrument to increase the income of the family.
Beneficiaries from the said program were also able to find ways to sustain healthy and nutritious food for their families through “Gardening,” thereby, improving their quality of life. “Gulayan sa Barangay” served as a way to alleviate malnutrition among poor families.
There are 10 Local Government Units that were considered pilot beneficiaries of the project, namely Sto. Tomas; Rosario; Sudipen; Bangar; Pugo; Bauang; Luna; Aringay; Balaoan; and the City of San Fernando. The recipients of the said pangkabuhayan program were properly screened and identified by the Office of the Provincial Agriculturist and PSWDO; two qualified OSYs per pilot LGUs were chosen as beneficiaries.
Both projects instill harmony in the mindset of a one and united community, making sure that every kaprobinsiaan is given the opportunity to improve their quality of life. These programs, thus, served as an encouragement for all people of La Union to join hands and unite in heeding the call for #LaUnionPROBINSYAnihan to achieve the vision of the province— for La Union to be the Heart of Agri-Tourism in Northern Luzon by 2025.
