To facilitate the review of Draft Provincial Ordinance No. 405-2022, “Mandating the Telecommunication Companies and other similar entities to relocate wire and cable system underground,” the SP Committee on Public Works and Utilities chaired by Sangguniang Panlalawigan Member (SPM) Maria Annabelle S. De Guzman conducted an ocular inspection and benchmarking activity at the underground cabling system of the Central Business Park (CBP) at Pasay City on February 9, 2023.

LaserTel Enterprises Representatives Franvic Laynesa and Raven Santos along with Jay Francisco and Michael Soriano of Laser Builders joined the SPMs Maria Annabelle S. De Guzman, Ruperto A. Rillera, Jr., Victor I. Rivera, Henry B. Balbin, Joy R. Ortega, Cynthia Angelica M. Bacurnay, Alyssa Kristine B. Sibuma and the SP Secretariat to personally check the aforesaid project. Mr. Laynesa shared the processes they had undertaken, as well as the advantages of underground cabling such as addressing the eyesores of spaghetti lines or utility cables crisscrossing overhead and uninterrupted internet service even during calamities.

As a result, the Inspection Team recommended for the immediate review and passage of the proposed underground cabling ordinance to ensure the participation of the TelCos and similar entities; pursue a tripartite agreement among Provincial Government of La Union (PGLU), Department of Public Works and Highways and TelCos, and study the possibility of how the proposal can be a revenue generation for the PGLU.

The SP Committee on Public Works and Utilities will meet again on February 20, 2023 for the presentation of the Laser Builders on their proposal and discussion on the result of the ocular inspection and benchmarking activity.
