LA UNION SANGGUNIAN TRAINED FOR EFFECTIVE LEGISLATION

To improve the effectiveness of the 23rd Sangguniang Panlalawigan (SP) as a local policy-making body of La Union, a two-day seminar on Development Legislation and Legislative Agenda (LA) Formulation was conducted on October 24-25, 2022 at the SP Seaview, SP Building, Provincial Capitol, City of San Fernando, La Union where a total of 40 SP officials and legislative staff participated in.
The activity aims to enhance the legislative capability and effectiveness of the participants especially those elected for the first time as legislator—both in the procedural aspect and in the participatory dimension of legislation in local governments. It is expected to yield out quality legislative measures that would result in better performance of the SP’s mandated functions and more effective delivery of services to the people.
Mr. Ronald R. Barcena, resident lecturer on Development Legislation and Legislative Agenda Formulation of the Development Academy of the Philippines (DAP) served as the resource speaker on the said event. He discussed concepts and approaches to good governance. He highlighted the importance of aligning policies with the sustainable development goals, national government agenda coined as “Ambisyon Nation 2040” and the PUSO Agenda of Gov. Raphaelle Veronica “Rafy” R. Ortega-David. He also pointed out the functions of the Sangguniang Panlalawigan as stated on Section 468 of the Local Government Code of 1991 and the other functions and powers of the Sanggunian. His lecture specifically delved on the Meaning and Importance of Local Legislation; Elements of Legislative Agenda alignment; Legislation as Tool for Development; 30-day review period on ordinances emanating from component LGUs; Penalties of Provincial Ordinances Vs Municipal Ordinances; reclassification of land from residential, commercial to industrial; and institutional and Procedural Requirements of a Session.
Likewise, during the activity, Dr. Donato A. Rimando, Provincial SP Secretary, presented the accomplishment report of the Executive – Legislative Agenda (ELA) 2019-2022, citing 78.69% accomplishment rate. He also mentioned the gains as well as the learning and challenges the SP encountered in accomplishing the same.
Meanwhile, SPM Joy R. Ortega, SPM Geraldine R. Ortega and SPM Ruperto A. Rillera, Jr. presented proposed the Three-Year Strategic Legislative Agenda and LA Execution Plan of their respective committees which was evaluated and processed by the resource speaker for improvement.
All workshop outputs of the 23rd SP will be consolidated to form part of the Legislative Agenda for 2023- 2025, which will be presented during the ELA formulation in November 2022. These will be anchored in the #LaUnionPROBINSYAnihan governance battlecry of the present administration.
