Fostering #LaUnionPROBINSYAnihan in preserving Marine Protected Areas in the Province, the Provincial Government of La Union (PGLU) along with the Municipal Governments of San Fernando City, Caba, Bauang, and Aringay entered in to a Memorandum of Agreement (MOA) between the Department of Environment and Natural Resources (DENR) Region 1 and Bureau of Fisheries and Aquatic Resources - (BFAR) Regional Fisheries Office 1 for the establishment of CARBaSan Marine Protected Area Network on October 14, 2022 at the PDRRMO Building, City of San Fernando, La Union.

Marine Protected Area Networks (MPAN) are established as a result of effective partnership between LGUs with interlinked marine and coastal resources needed to be protected, hence, the MOA signed by PGLU, San Fernando City, Bauang, Caba and Aringay is a clear manifestation of their unified intentions and strong interconnectedness in terms of ecological wellbeing.

The CARBaSan MPAN will also serve as the link for the Agoo-Damortis Protected Landscape and Seascape which encompasses the coastal areas of Agoo, Sto. Tomas and Rosario which are being managed by PENRO La Union.

Once established, the CARBaSan MPAN will be the second MPAN in the province after the first ever MPAN in Region 1 which is the BalBaSan MPAN constituting the marine protected areas of Balaoan, Bacnotan and San Juan.

The formation of the said MPAN is in accordance with DENR's Department Administrative Order 2016-26 or the Coastal and Marine Environment Management Program and PGLU's Provincial Ordinance No. 277-2021.

The PGLU shall remain steadfast in protecting its ecological resources including marine protected areas in the province through fostering #LaUnionPROBINSYAnihan as La Union gears towards the attainment of becoming the Heart of Agri-Tourism in Northern Luzon by 2025.
