Appreciating more of the beauty and strengthening its partnership with Bataan, the Provincial Government of La Union (PGLU) conducted a benchmarking activity together with the discussion of the Memorandum of Agreement signing for sisterhood between the two provinces on October 6-8, 2022 at the Province of Bataan. This is in line with the Governorโ€™s thrust to accelerate socio-economic development by leveraging on Public-Private Partnership (PPP).

The PGLU team visited the 1 Bataan Command Center where Governor Raphaelle Veronica โ€œRafyโ€ Ortega-David exchanged greetings with Bataan Governor Jose Enrique S. Garcia III. During the session, Gov. Garcia showcased Bataanโ€™s best practices achieved through PPPs. He also shared one of their pride wherein Bataan is the only Province to have a partnership with the National Resilience Council (NRC). He added that the partnership with the NRC supports the Province to continue in pursuing their projects and programs for economic growth and development and prosper as a more resilient province through PPP achieved programs. With that, it will be a good representation for the PGLU to be inspired and learn more of the PPP. Meanwhile, Gov. Ortega also shared La Unionโ€™s focus in Agri-tourism as one of her priorities in the attainment of the PGLUโ€™s vision.

Afterwards, the team visited the Bataan Government Center and Business Hub or most commonly known as โ€œThe Bunkerโ€ at the Capitol which includes their provincial offices and various Regional Government Centers which provide services to address the needs of the public. The PGLU team was welcomed by Vice-Governor Ma. Cristina M. Garcia together with the Department Heads from various offices. During her speech in the Best Practice Sharing Session, Gov. Rafy shared that Bataan and La Union are on the same wavelength through their journey to Performance Governance System (PGS). Moreover, with pride and joy, Gov. Rafy shared that La Union recently made history as the first Province in the entire Philippines to obtain the Integrated Management System (IMS) Certification in all of its District Hospitals. Alongside, to learn more about Bataan, the PGLU heads with their technical staff visited their counterpart offices to engage and share ideas of their programs and activities which can be adapted to improve services in the attainment of the Provinceโ€™s vision. With this collaboration, it solidified the partnership of both Provinces.

The PGLU conducted the Executive Agenda (EA) Formulation as Part IV of the CY 2023-2025 Executive-Legislative Agenda on October 7, 2022 at Anvaya Cove, Morong Bataan. The said activity aimed to finalise the EA Frameworks and EA top priority PPAs which includes the Sectoral Frameworks and Targets, Agri-Tourism Strategy Map, and P.U.S.O Agenda.

During the EA Session, facilitators presented the outputs from the Focus Group Discussion wherein offices from the different sectors presented their top priority Programs, Projects, and Activities with its top legislative requirements and list of proposed programs for PPP aligned to the attainment of the vision and the P.U.S.O. Agenda. Afterwards, an open forum was raised to address issues and concerns of the body.

Moving forward, the benchmarking activity and best practice sharing served as one step forward to new opportunities and carve a strong collaboration and partnership between the two Provinces and continue to give inspiration to its constituents and call for #LaUnionPROBINSYAnihan, where no Kaprobinsyaan is left behind.
