To re-establish the Peace and Order and Public Safety Plan (POPS Plan) in the province, the Provincial Government of La Union, in partnership with the Department of the Interior and Local Government La Union Provincial Office headed by Dir. Reggie R. Colisao, CESOV, conducted a Provincial Orientation and Workshop on the Formulation of the POPS Plan FY 2023-2025 pursuant to DILG Memorandum Circular No. 2022-118.

Convened by the Office of the Provincial Planning And Development Coordinator (OPPDC) headed by EnP Michaela Louise T. Delfinado, on October 12, 2022, in Agora Convention Center, Thunderbird Resort, City of San Fernando La Union, the event gathered participants from 20 component LGUs (City/Municipal Planning and Development Coordinators, Budget Personnel, LGOOs, Chiefs of Police), PSWDO, PDRRMO, and representatives from LUPPO, AFP, BFP, and PDEA.

Considered as an action plan to attain proper protection and security in a progressive community, the POPS Plan is a comprehensive and collaborative project conducted within a three-year timeline. Moreover, POPS Plan served as a response to the problems that obstruct peace and order among local government units.

Gov. Raphaelle Veronica โ€œRafyโ€ Ortega-David actively supports this plan as a part of achieving the goals of La Union. The Governor also pledged her commitment to accepting the responsibility of leading the Kaprobinsiaan with proper plans regarding their safety. โ€œI stand in front of all of you today and take pride in pledging my commitment to continue the outstanding legacy of Peace and Order in the province of La Union,โ€ Gov. Rafy stated in her opening message.

The event held various activities which included a presentation of the proposed POPS Framework of La Union by ENP Julie Ann A. Arciaga, PPDO; Discussion of DILG Memorandum Circular No. 2022-118 by LGOO V John Robert F. Diaz; a discussion of the contents and forms of the POPS Plan by CL Rocelyn Charina B. Flora; a workshop led by PM Nicolette May O. Amon; a walkthrough of the POPSP-PCMS by LGOO V Joralyn F. Villasan; an open forum; and awarding and message by Hon. Gerard G. Ostrea, SP Chairperson, Committee on Peace and Order and Public Safety.

With these activities, the PGLU and DILG seek to help one another and join the La Union #PROBINSIYAnihan call by ensuring that public safety, peace, and order are maintained in the province.
