The Sangguniang Panlalawigan Committee on Ways and Means, chaired by Board Member Victor I. Rivera, spearheaded the First Hybrid Public Hearing on Draft Provincial Ordinance No. 401-2022 entitled โ€œUpdating the Revenue Code of the Province of La Unionโ€ during the Regular Session of the 23rd Sangguniang Panlalawigan on September 19, 2022 at the Provincial Capitol, City of San Fernando, La Union

The Public Hearing aimed to inform the public with regards to the updates in fees, charges, and tax rates of the province and gather inputs as well as comments from the public.

The updates on real property taxes as well as fees and charges imposed within the territorial jurisdiction of the province were given emphasis during the discussion.

The existing Local Tax Code was last amended in the year 2017 and the Local Government Code of 1991 provides that LGUs are empowered to adjust the tax rates not oftener than five (5) years, but in no case shall such adjustment exceed ten (10%) of the rates fixed under the Code. The proposed updates of the local tax codes complied with such provision.

The Oversight Committee observed and pointed out that, as a result of the COVID-19 Pandemic, the province's revenues in the last two years were considerably lower than the province's expenses. As governmental necessity is the underlying basis of taxation, the advancement of public interest and the common good is a State obligation that gives rise to the exercise of the taxing power, hence, the proposed increase of taxes, fees and charges which is planned to be implemented by January 2023.
