LU Sanggunian OKs Ordinance Institutionalizing Social and Health Dev’t Grant to PRC-La Union Chapter

The Sangguniang Panlalawigan (SP) of the Province of La Union approved on final reading the enactment of the Ordinance Institutionalizing the Social and Health Development grant given to the Philippine Red Cross La Union Chapter.
Hon. Jonathan Justo A. Orros, Principal Author of the said Ordinance, stated that for more than seventy-four years, the PGLU and the PRC through La Union - San Fernando City (LU-SFC) Chapter had forged sisterhood not only in the field of health-related services and health-related capacity development training but also in extending various community development programs and services to affected communities and residents.
He further mentioned that it is the desire of the Provincial Government of La Union to institutionalize the financial assistance for social welfare and health-related activities, programs and projects given to the Philippine Red Cross La Union Chapter to augment funds for its operation and continued assistance to various programs and projects of the Provincial Government of La Union such as but not limited to disaster-related relief and mitigation services and capacity building and/or trainings on first aid and basic life support and others.
BM Orros added, that section 16 of the Local Government 1991 mandates, among others, that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units, shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and order and preserve the comfort and convenience of their inhabitants. In compliance with such provision, the PGLU under the able leadership of Governor Ortega pushed through with the very laudable program.
The office of the Provincial Governor shall promulgate the rules and regulations implementing this ordinance.
The ordinance features some guidelines and procedures which include the following, a. The financial assistance shall be requested by the PRCLU Chapter through a board resolution submitted annually; b. Said resolution of request shall be addressed to the Provincial Governor; c. A Project Proposal stating the purpose, budgetary requirements and beneficiaries for the said assistance that is duly approved shall be attached to the board resolution.
