On June 28, 2022, the Sangguniang Panlalawigan (SP) of La Union headed by Vice Governor Mario Eduardo C. Ortega, conducted its 175th and final session highlighting the outstanding performance of the Board and its members over the last three years.

True to its mandate of enacting quality and responsive legislation, the 22nd SP passed a total of 211 ordinances and 4,582 resolutions. Throughout their term of office, the members of the SP made sure that they pass ordinances that are timely and addressed the needs and issues of the kaprobinsiaan. Some of the notable ordinances of the SP are the Revised Environmental Code, Scholarship Code, Revised Revenue Code, Granting Benefits to Elderly, and CoViD-19 prevention and mitigation ordinances.

Challenged by the pandemic, the 22nd SP remained strong and committed to its functions by conducting virtual and hybrid sessions, committee meetings, and hearings allowing more participative governance amid the pandemic. A total of 157 regular sessions, 9 special sessions, 4,986 committee meetings, and 998 committee hearings were conducted.

One of the distinctive achievements of the 22nd SP is the conduct of 25 ocular inspections with Focus Group Discussions which provided the legislators with actual and first-hand experience and account on the implementation of enacted ordinances allowing them to listen to the concerns of the stakeholders, validate from the concerned sectors their issues, gain further understanding on matters and recommend actions to be undertaken including the formulation of appropriate legislation.

Meanwhile, during the final session, the outgoing SP Members including Hon. Francisco Paolo P. Ortega V, Hon. Jonathan Justo A. Orros, Hon. Gary N. Pinzon, Hon. Nancy Corazon M. Bacurnay, Hon. Christian I. Rivera, Hon. Frank O. Sibuma and Hon. Abraham P. Rimando were given tribute and recognition.
Heartwarming video presentations highlighting their contributions and achievements were played in the session hall. They were also given a miniature mace, a symbol of legislative authority, as a token of their invaluable services and gratitude for all they have done for the province.

Vice Gov. Mario Ortega also imparted a short but meaningful message to the 22nd SP members. He expressed his gratitude to all members, especially the outgoing ones. Further, he assured of continuing improvements not only in terms of legislation but also in participatory and inclusive good governance.

With the very committed members and outstanding accomplishments of the 22nd SP, the Provincial Government of La Union continues to be the champion of Good Governance allowing more opportunities for the kaprobinsiaan in every sector. By earning the publicโ€™s trust, it empowers the PGLU in thrusting the whole province to build a Stronger La Union and the realization of its vision to be the Heart of Agri-Tourism in Northern Luzon by 2025.
