Upholding integrity and excellence towards achieving good local governance, the Provincial Government of La Union (PGLU), under the leadership of Gov. Francisco Emmanuel "Pacoy" R. Ortega III, envisions to secure this yearโ€™s Seal of Good Local Governance (SGLG) award as the regional assessment began on May 2, 2022, held at the BAC Conference Room, Provincial Capitol, City of San Fernando, La Union.

The validation team composed of the Department of the Interior and Local Government (DILG) Region 1 Assistant Regional Director Agnes De Leon, DILG Region 1 Assistant Division Chief Leslie Carol Isip, DILG La Union Provincial Director Reggie Colisao, SGLG Regional Assessment team member Pastor Rene Tamoria led the conduct of the document assessment and site validation to the different existing PGLU facilities and infrastructures and ending through an exit conference.

The Governorโ€™s Cabinet led by Provincial Administrator Agnes Grace Cargamento welcomed and accompanied the validation team. They also presented the major accomplishments of the Provincial Government in the past year.

Under the law, the SGLG refers to an award, incentive, honor, and recognition-based program for all local government units (LGUs). Thus, SGLG aims to encourage LGUs to innovate further and improve the performance of their services.

Through the Republic Act 11292, which institutionalized the SGLG, different PGLU offices were assessed based on ten key areas, which include Financial Administration; Disaster Preparedness; Social Protection; Peace and Order; Business Friendliness and Competitiveness; Environmental Management; Tourism, Heritage Development, Culture and Arts; Sustainable Education; Health Compliance and Responsiveness; and Youth Development. These key areas continue to be upgraded and redefined to highlight the critical roles of LGUs in encouraging continual improvement of services to the public.

PGLU must pass the ten key areas in order to be recommended for the National Assessment. Whatever the assessment result, the Provincial Government will continue its commitment to be transparent and foster accountability to provide relentless service to the public to improve their quality of life towards achieving sustainable development and good local governance.
