The Juvenile Justice and Welfare Act (JJWA) 2021 Champions Award is accorded to Governor Francisco Emmanuel โ€œPacoyโ€ R. Ortega III, as Regional Champion under the Local Government Unit Provincial Level category, on November 29, 2021 at the Panlipunan Hall, DSWD Field Office I, the City of San Fernando, La Union as the RJJWC 1 culminating activity during the JJWA Consciousness Week Celebration.

The Search for 2021 JJWA Champions is accorded among duty-bearers with in-depth compliance with the mandates provided or defined by RA 9344 as amended (50%), their responsiveness (20%), and innovativeness (30%) on implementation and promotion of RA 9344 as amended.

As a member-agency, the DILG initially conducted a review and assessment on the compliance of LGUs (province/city/municipality) to the provisions of the law using the DILG-JJWA Monitoring Tool (2019 data) the 2019 LCPC Functionality Assessment Result. For a nominee to advance to the 1st level selection, duty-bearers or the LGUs must garner a perfect score of 50% on the first criterion, which the Provincial Government of La Union (PGLU) met.

In his message, Governor Pacoy noted, โ€œwe continue to implement programs, projects, and services, championing the welfare of children, particularly children in conflict with the law. We believe in giving second chances to children who commit mistakes to redeem themselves, to become better citizens who will help in nation-building.โ€

โ€œThis is how we show our love, the essence of our public service,โ€ he added.

Among the JJWA 2021 Champs are Ranilo P. Ipac as La Union Provincial Social Welfare and Development Officer category; Laoag City Mayor Michel Marcos Keon for the city/municipal level;; Wilma Coquia for the CSWDO category; and the Women and Children Protection Desk of Dagupan City.
