Executive Order No. 7 series of 2021
With the sudden increase in the case of CoViD-19 here in La Union, the Provincial Government of La Union will implement the Executive Order No. 7, Series of 2021: Providing for Stricter Border Measures due to the Increase in Number of CoViD-19 Positive Cases, and Suspending Tourism and Holy Week Activities of Non-Residents in the Province of La Union effective from March 31 to April 15, 2021.
To make sure we are all safe, and to prevent the spread of the virus, Holy Week Activities and Tourism Activities are temporarily suspended for non-residents. EO No. 4 Series of 2021 and Advisory No will be implemented for now. 34.
✅ What are the new border entry protocols?
From March 31 to April 15, 2021, non-residents of La Union will NO longer be allowed to enter the province except the following Authorized Persons Outside their Residence (APORs):
1. Essential workers;
2. Health and emergency frontline services personnel;
3. Government officials and government frontline personnel;
4. Duly-authorized humanitarian assistance actors;
5. Persons traveling for medical or humanitarian reasons;
6. Anyone crossing zones for work or business and going back home; and
7.Returning Overseas Filipinos (ROF) and Overseas Filipino Workers (OFW)
✅ What requirements do APORs need to show at borders?
Entry requirements are based on Executive Order No. 3, Series of 2021:
1. NAPANAM QR Code
2. Government-issued ID or any equivalent showing proof of residency
3. Negative RT-PCR / Saliva-based Test Result when you come from areas subject to ECQ, MECQ, or GCQ.

✅ What to do when you've already booked a travel on dates offered in this EO?
Non-resident individuals with approved and booked itineraries within the date of suspension are invited to contact tourism-related establishments or travel agencies where they have booked their travel plans for other alternative arrangements.
✅ What help can tourism-related establishments give?
Tourism establishments are being urged to provide alternative options such as cancellations and refunds, or rebooking of previously approved individual travel plans.
✅ What should the Local Government Unit do?
𝙎𝙖 𝙈𝙞𝙣𝙞𝙢𝙪𝙢 𝙋𝙪𝙗𝙡𝙞𝙘 𝙃𝙚𝙖𝙡𝙩𝙝 𝙎𝙩𝙖𝙣𝙙𝙖𝙧𝙙𝙨:
LGU Roles Reiteration - Local Chief Executives (LCEs) of component Local Government Units (LGUs) are being instructed to restrict the implementation of health protocols, contact tracing, testing and isolation, and regular disinfection to prevent and prevent COVID-19 spread in the province.
At Coastal Areas Activities:
LCEs of coastal LGUs should impose restrictions on conducting beach recreational / leisure activities during suspension.
𝙎𝙖 𝙈𝙤𝙣𝙞𝙩𝙤𝙧𝙞𝙣𝙜 𝙖𝙩 𝘾𝙤𝙢𝙥𝙡𝙞𝙖𝙣𝙘𝙚:
LGUs, through their respective Tourism Officers and other relevant departments, are expected to monitor compliance with the above mentioned directives, and impose appropriate punishment on those who do not follow the laws, ordinance and rules.
