LU LEAGUE OF SECRETARIES EXPEDITE REVIEW OF LOCAL ORDINANCES

To expedite the review of local ordinances, Atty. Jessamine Lynn Dale C. Garcinez, on behalf of the Provincial Legal Officer serves as the Resource Speaker to discuss common observations noted on their review of local ordinance during the regular monthly meeting of the Philippine League of Secretaries in La Union on December 11, 2020 at the Conference Room of the Sangguniang Panlalawigan, Provincial Capitol of La Union.

To further improve the processing of local ordinances, the Philippine League of Secretaries in La Union conducted its December regular monthly meeting at the Conference Room of the Sangguniang Panlalawigan (SP) on December 11, 2020 to discuss matters particularly on the role of sanggunian secretaries as well as secretaries/Chiefs of Staff of Board Members in facilitating the expeditious review of local ordinances being submitted to the SP for review.

Atty. Jessamine Lynn Dale C. Garcinez, on behalf of the Provincial Legal Officer, was invited as the Resource Speaker to discuss common observations noted on their review of local ordinances. She underscored the need to ensure that the three readings are conducted in the local sanggunians in enacting ordinances as one of the requirements for the validity of the ordinance. She likewise explained the difference between the validity and effectivity of an ordinance, where according to her, there is a need to publish ordinances especially for those with fees, charges and penalties, not only to comply with the related provision of the local government code but also to inform the public of the existence of these ordinances.

In observance to the promulgated minimum health protocols, the league, headed by Sangguniang Bayan (SB) Secretary Rosalie J. Dout of Bauang, La Union conducted the hybrid meeting with only a few face-to-face participants while most of the participants attended via video conferencing. SB Secretaries and legislative staff from Naguilian, Burgos, Aringay, Santol, Sudipen and City of San Fernando personally attended while 27 other attended online.

Moving forward, the league committed to assist their local sanggunian members in drafting timely and relevant local policies especially with various regulations in response to various health and public safety protocols due to the CoViD-19 pandemic.
