The Provincial Government of La Union is steadfast in building stronger ties with the Philippine Army First Scout Ranger Regiment (PA FSRR), as Gov. Francisco Emmanuel “Pacoy” R. Ortega III has recently been conferred as a scout ranger honorary member on October 13, 2020 at the PA FSRR headquarters, Camp Tecson, San Miguel, Bulacan.

Gov. Pacoy received the recognition for his invaluable support to the FSSR, as he chairs their Multi-Sectoral Advisory Board which helps the regiment in the implementation of its Performance Governance System (PGS).

“Honorable Ortega has unselfishly shared his valuable time and expertise for the accomplishment of the unit’s mission,” the conferment certification read.

Both the PGLU and the PA FSRR employ the PGS, a framework for transformation that empowers institutions to deliver breakthrough results.

Gov. Pacoy receives the conferment from FSSR’s Outgoing Regiment Commander, BGEN WILLIAM N GONZALES PA. The conferment coincided with the FSSR’s Change of Command Ceremony, as COL FREDDIE T DELA CRUZ INF PA takes the helm of the regiment as the new commander.

As an honorary member, Gov. Pacoy also received the FSSR honorary badge, which was pinned to him by PA Commanding General LTGEN CIRILITO SOBEJANA PA.

"Despite the challenges and setbacks, I find fulfillment as we touch hearts and minds by sharing our story and working collaboratively with our governance partners. One of which, as the MSAB Chairperson to the FSRR, we have been proactive in providing support to improve the strategic performance of the unit aligned to its vision to become a world-class Special Operations Force that is a source of National Pride by 2028," said Gov. Pacoy.

In his message to the PGLU Cabinet members, Gov. Pacoy said, "Despite the challenges and setbacks, I find fulfillment as we touch hearts and minds by sharing our story and working collaboratively with our governance partners. One of which, as the MSAB Chairperson to the First FSRR, we have been proactive in providing support to improve the strategic performance of the unit aligned to its vision to become a world-class Special Operations Force that is a source of National Pride by 2028."

As an Army reservist, Gov. Pacoy was also donned the rank as Lieutenant Colonel.

The ceremony was witnessed by National Defense Secretary Delfin Lorenzana, who also expressed his congratulations to the Governor.

With the conferment, Gov. Pacoy is steadfast in fortifying ties with allies who shall help the Provincial Government in fostering Peace and Order and Public Safety for a Stronger La Union, a province worth living in.
