The Sangguniang Panlalawigan (SP) addresses concerns relative to the formulation and submission of the Provincial Government of La Union and its component Local Government Units of their respective Local Public Transport Route Plan (LPTRP) by conducting a dialogue/committee meeting on July 13, 2020 at the SP Session Hall, Provincial Capitol, City of San Fernando, La Union. It was presided by SPM Frank Sibuma, the chairman of the Committee on Transportation.
Atty. Anabel Marzan-Nullar of the LTFRB, one of the Guests Resource Persons, reiterated that under the Guidelines of the Department of Transportation, LGUs are mandated to formulate their respective LPTRP to modify existing routes or create new ones to meet passenger demands.
During the meeting, a proposal to gather pertinent data from all sectors was discussed which would give a perspective on how to manage changes of transport routes.
sMs. Michaela Louise T. Delfinado head of the Provincial Planning and Development Office asked for the extension of time to submit the LPTRP since preparation was halted by the COVID-19 pandemic.
“Our meeting here focuses on what to do with the tricycle routes. Upon identifying these, we will have to find ways on how to solve added routes,” SPM Sibuma said.
The final copy of the LPTRP, which aims to guide Local Government Units in determining the appropriate public transportation routes within its locality based on passenger demand and corresponding public transport services, is expected to identify all routes and be submitted by the end of the year or early January of 2021.
