SP LU ADOPTS “NEW NORMAL” IN CONDUCTING COMMITTEE HEARINGS

In compliance to the guidelines of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) on the prohibition of mass gathering to avoid the spread of COVID-19, the Committee on Laws, Rules and Privileges chaired by SPM Jennifer C. Mosuela as the lead committee conducted the second virtual Committee Hearing via zoom conference on May 20, 2020.

The first one was conducted through skype on March 16, 2020 by the Committee on Health, Committee on Peace and Order and Public Safety and the Committee on Disaster.

With the use of modern technology and applications, the discussion on the Draft Ordinances authorizing the Provincial Government of La Union (PGLU) to Enter into Amicable Settlement and Plea-bargaining with Violators of Provincial Ordinances was made possible. The ordinances aim not only to unduly clog the dockets of the courts of justice but also to provide the public with peaceful negotiations and manageable settlements of violation of ordinances.

The said hearing was joined by representatives of the La Union Police Provincial Office, Department of the Interior and Local Government-La Union, PGLU Offices such as the Provincial Budget Office, Provincial Treasurer’s Office and Provincial Legal Office who shared their inputs, comments and suggestions that will form part in revising and improving the proposed legislative measures.

The proposed two ordinances will be harmonized into one legislative measure and the revised proposed/draft ordinance will be furnished to the members of the committees and the agencies concerned for their comments and suggestions before it will be submitted to the SP Plenary through a Committee Report.
