As a Newly-Commissioned Lieutenant Colonel of the Philippine Army Reserve Force, Gov. Pacoy spearheads the Ceremonial Ribbon Cutting and Unveiling of Marker during the Inauguration of 103rd Community Defense Center Admin Building and Barracks on February 21, 2020 at the H103CDC, Camp Laberinto, Naguilian, La Union. In his speech, he encouraged the Army Reservists of La Union to continue their relentless pursuit to bring development, peace and order in the community.
