PGLU Assesses 2019 Performance on Agri-Tourism Strategy

The Provincial Government of La Union recognize offices that excelled in accomplishing their 2019 Wildly Important Goals contributory to La Union’s Agri-Tourism Vision during the Annual Strategy Review on February 5, 2020 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.

The Provincial Government of La Union (PGLU) assessed and validated its strategic performance through the conduct of the 2020 Annual Strategy Review on February 5, 2020 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.

The PGLU holds strategy reviews on an annual and quarterly basis to validate its efforts as it moves onwards its vision to become “The Heart of Agri-Tourism in Northern Luzon by 2025.”

Present in the event were Gov. Francisco Emmanuel “Pacoy” R. Ortega III, Board Member (BM) Jonathan Justo A. Orros, BM Jennifer C. Mosuela, BM Nancy Corazon M. Bacurnay, BM Maria Annabelle S. De Guzman, BM Frank Sibuma, BM Maria Rosario Efrosina P. Nisce, and BM Alyssa Kristine B. Sibuma; members of Multi-Sectoral Governance Council (MSGC), as well as the Department Heads and key staff members.

The Office for Provincial Strategy (OPS) took the lead in presenting the accomplishments and status of the Wildly Important Goals (WIGs) or strategic commitments of the PGLU Offices and Work Units for the year 2019. As a result of collaborating and close monitoring of office activities, 17 of 26 offices have achieved their set targets while nine have partially accomplished theirs due to overlapping schedules with equally important office engagements.

The OPS presented the status of the Province’s Agri- Tourism scorecard which is a tool used to monitor and track strategic performance. Results show that 46% of the 33 indicators were on target, 42% below target, and 12% has no data available. Compared to 2018, there is a significant improvement in the scorecard update as the province realized a decrease in the number of indicators with no data available since proxy indicators were used to measure short-term development.

The accomplished activities on strategic communications were also presented including: Luv ni Gov Radio Program and #letmetELYU series for Broadcast Media; Performance Governance System (PGS) Portal for Digital Media; PUSO Manual and La Union Travel Guide for Print Media; and Pillows, T-Shirts and other merchandise under other collaterals.

Meanwhile, accomplishments of the Senior Transformative Leadership Team (STLT), as well as the various milestones of the MSGC were also discussed. These include the STLT’s approval of the Medium-Term Strategy and continuous monitoring of strategic processes and matters. On the other hand, the MSGC is strongly involved in the development of the Bauang-Bakawan Eco-Tourism Park.

Different offices and work units who have demonstrated good performance in achieving their strategic goals for 2019 were also recognized through the incentive program, Governance Trailblazer Awards, approved by virtue of Program on Awards and Incentives for Service Excellence Committee Resolution No. 001-2020.

The Governance Achiever Award was given to offices which have acquired a minimum final score of 75%. From three awardees in 2018, the number of the Governance Achiever Awardees has gone up to 17 in 2019 which include Provincial Tourism Office, Media and Public Information Unit (MPIU), Provincial Engineering Office, Public Employment Services Unit (PESU), and Environment and Natural Resources Unit (ENRU) for Bracket A Offices; Provincial Treasurer’s Office, Office of the Provincial Assessor, Information and Communications and Technology Unit, Secretary to the Sangguniang Panlalawigan (SSP), Provincial Health Office, Office of the Provincial Veterinarian (OPVet), Provincial General Services Office (PGSO) for Bracket B Offices; and Provincial Legal Office (PLO), Provincial Population Office (PPO), Office of the Provincial Governor, Office of the Provincial Accountant, and Provincial Social Welfare and Development Office (PSWDO) for Bracket C Offices.

The highest award dubbed Governance Trailblazer Award was given to the office who ranked first in its respective bracket with a rating of at least 85%. The Governance Trailblazer Award was conferred to three offices including PSWDO, OPVet, and PESU.

Office documenters of MPIU, ENRU, SSP, OPVet, PGSO, PPO, and PSWDO were also awarded for submitting the required documents giving due consideration to timeliness and quality. Selected members from the OPS with at least half of their assigned offices are Governance Achiever Awardee were also recognized as best mentors.

Moving forward, the results of the Annual Strategy Review will be utilized as basis in identifying the strategic targets for this year. For 2020, the PGLU will sustain its momentum and gain greater heights to become The Heart of Agri-Tourism in Northern Luzon by 2025.
