PGLU Promotes Successful Marriage in LU

The Provincial Government of La Union through the Provincial Population Office in cooperation of Commission on Population and Development conducted a Pre-Marriage Orientation and Counseling (PMOC) training on October 29-30, 2019 at Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.
The purpose of PMOC is to provide would-be-couples with information they will need in performing their roles as husband and wife, prepare them for the challenges of married life and their responsibilities as spouses, family members, and future parents.
The counseling sessions were conducted by trained PMOC Counselors in accordance with DILG-DOH-DSWD-POPCOM-PSA Joint Memorandum Circular (JMC) No. 1 Series of 2018 entitled “Revised Pre-Marriage Orientation and Counseling Program Implementing Guidelines in 2018.” This was issued to harmonize the implementation of the PMOC Program in the Local Government Units as mandated by Presidential Decree 965, the 1987 Family Code of the Philippines, Local Government Code of 1991 (RA 7160) and the Responsible Parenthood and Reproductive Health Act (RA 10354). The JMC requires contracting parties or would be couples applying for marriage license to attend and participate in pre- marriage orientation and counseling session before they are issued such license.
The trained PMOC counselors were Population Program Workers/Designated Municipal Population Officer, as the Team leader; mandatory members from the Municipal Social Welfare and Development Office and Municipal Health Office; and optional members from the local civil registrar, civil society organizations and municipal agriculture. During the PMOC, the couples were given information and instructions on responsible parenthood, family planning, breastfeeding and infant nutrition, and marriage and relationships.
