DMMMSU-OUS STUDENTS OBSERVE SP SESSION

The group observed how the SP Session goes as part of their requirement on the subject on Administration on Rural Development.

As one of their requirements on the subject on Administration on Rural Development, Master’s in Development Administration students from Don Mariano Marcos Memorial State University Open University System (DMMMSU-OUS) attended the 2nd Regular Session of the 22nd Sangguniang Panlalawigan (SP) on July 9, 2019 at Speaker Pro-Tempore Francisco I. Ortega Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union.
The group was headed by Dr. Joanne C. Rivera, Executive Director of DMMMSU-Open University System; Dr. Ophelia RL A. Cardenas, Program Coordinator; and Dr. Cristeta G. Guerra, Head of Partnership and Special Projects Chairperson, Administrative and Management Program. The professor of the students for the subject is Board Secretary V Jane T. Flores of the Office of the SP Secretariat.
The said observation visit to the Legislative Department of the province aims to demonstrate and familiarize the students with the actual process of local legislation in the SP and how the policies of the province are being enacted.
Vice Gov. Mario Eduardo C. Ortega said that students and academic institutions are welcome to observe the regular sessions of the SP as this is one way of connecting more with constituents. “Sometimes it is best that you come and see for yourselves the ‘hows’ of local legislation and you would see that it is not as easy as people think especially when it comes to some ticklish (tricky) issues that can be taken up,” he said.
Dr. Rivera informed the Vice Gov. and SP Members that the DMMMSU-OUS is in a phase of internationalization wherein by August, the university will be receiving inbound students from Southeast Asian countries like Thailand, Indonesia, Malaysia and Cambodia. This is in accordance with the mandate of the Commission on Higher Education on adult education and internationalization. She likewise informed the Body that DMMMSU-OUS is the only university in the Ilocos Region that has been trained to offer Adult Education Program.
This August, the DMMMSU-OUS will be offering training courses for Disaster Risk Reduction Management and Occupational First Aid, Basic Communication and Barangay Legislation, Basic Sign Language, Basic Accounting, and Local Governance and Development.
A total of 32 students attended the session in two batches and each were tasked to give their feedback and opinion on what they have observed on the regular session of the provincial board. Said feedback report will be collated and summarized and will be forwarded to the SP.
SP sessions are open for viewing and observation, not only for students but to the public. This practice is anchored under the principle of transparency and public participation in local governance.
