PGLU, Philippine Air Force share Best Practices on Good Governance

Gov. Pacoy presents the Provincial Government of La Union (PGLU) Performance Governance System (PGS) journey during the Best Practices Sharing Session with the Philippine Air Force today, May 23, 2019 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.
The Provincial Government of La Union (PGLU), headed by Gov. Francisco Emmanuel “Pacoy” R. Ortega III, shared its Best Practices to the Philippine Air Force (PAF) whose delegation is headed by LTC Marvin D. Suficiencia, Deputy Chief of Air Force Strategy Management Office (AFSMO), during their visit to the province on May 23, 2019 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.
Gov. Pacoy presented the Province’s journey towards becoming “The Heart of Agri-Tourism in Northern Luzon by 2025” and highlighted the Province’s transformative governance agenda to deliver better quality of service to the people of the Province. Guided by the Performance Governance System (PGS), Gov. Pacoy also presented some of PGLU’s breakthrough programs such as Mini Boot Camps, Municipal Development Strategy Workshops, Live to Lead Series, Risk Assessment Workshop, and series of Strategic Targeting Workshops which sparked interest among the PAF delegation. Also presented was the Medium-Term Strategy of the province for 2019-2022 highlighting initiatives on traffic management, pollution control, culture preservation, and tourism infrastructure development.
Thereafter, LTC Suficiencia presented the Air Force Flight Plan 2028 as an avenue for the PAF to transform itself to be “A More Capable and Credible Air Force Responsive to National Security and Development.” Part of the Flight Plan is the establishment and strengthening of partnerships with key stakeholders, delegation of organization-wide accountability, and upholding transparency through sustainable governance mechanisms. LTC Suficiencia highlighted the transformation efforts of the military structure through the PGS while giving due importance to human resources, talent management, modernization, as well as the alignment to the national leadership.
LTC Suficiencia commended PGLU for its strong efforts as it prepare in its bid for the third stage of the PGS, Proficiency stage. Both PGLU and PAF will undergo the Revalida this November 2019, with PGLU vying for Proficiency and PAF vying for the fourth and last stage, Institutionalization.
He later shared their astonishment of the province and the path it has chosen towards transformative governance. Both Gov. Pacoy and LTC Suficiencia pointed out the importance of organizations and institutions to be committed to good governance and at the same time, emphasized the importance of the partnership between La Union and PAF together with other PGS practitioners to contribute to a better Philippines.
