PERFORMANCE MANAGEMENT TEAM CONVENES ITS FIRST MEETING FOR CY 2019

The Performance Management Team (PMT) convened its first meeting for CY 2019 on February 19, 2019 at the Provincial Planning and Development Office, Provincial Capitol, City of San Fernando, La Union. The highlights of the said meeting were Approval of CY 2018 2nd Semester Provincial Government of La Union (PGLU) Office Performance Commitment Review (OPCR) Ratings; Approval of CY 2019 PGLU Annual Work and Financial Plans (AWFPs); Approval of the Updated PGLU Strategic Performance Management System (SPMS) Guidelines; and 1st Semester 2019 Timeline of Activities of the PMT, among others.

Provincial Administrator Jennifer Joan O. Manguiat presided the meeting being the PMT Chairperson. Office of the Provincial Planning and Development Coordinator (OPPDC) Supervising Administrative Officer Ms. Glo Ann B. Miranda and PMT Secretariat presented the summary of the results of the OPCR 2nd Semester 2018 ratings, and the CY 2019 AWFP of PGLU departments and hospitals focusing on the strengths and opportunities for improvement of the said OPCRs and AWFPs.

Ms. Zenaida Aspiras presented the updated PGLU SPMS Guidelines. She stressed that the updating of the PGLU SPMS is meant to continually ensure that the organization’s vision, mission and core values are well defined on its strategic plan as these are the “guiding light” in the planning and implementation of development programs and projects. This includes the competency-based capacity intervention of the Human Resource Development (HRD) for the people’s awareness and benefit, and also to guide and encourage officials and employees to work as a team in achieving the overall goals and objectives of the organization.

The PMT is a key player in the PGLU SPMS and is responsible in the review and recommendation of targets and ratings of offices and hospitals for the approval of the Provincial Governor. It is technically and administratively supported by the OPPDC as the PMT Secretariat.

Other members of the PMT are Provincial Budget Officer Catherine E. Franco; Provincial Legal Officer Atty. Dominique Jose S. Puzon; HRMO Evangeline Mendoza; Ms. Zenaida Aspiras of HRMO; and Ms. Elizabeth Rimando and Dr. Alexander Flores representing the 1st and 2nd level rank and file employees respectively.
