The 21st Sangguniang Panlalawigan of La Union unanimously approved the adoption of the Strategic Tourism Development Plan of the Province of La Union for 2018-2025 through Resolution No. 011-2019 during the 131st Regular Session on January 10, 2019 at the Speaker Pro-Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union.

The plan outlines the overall strategy that will guide project implementation and policy development for the tourism industry as it presents a comprehensive view of La Union’s collective tourism products and services. It integrates and harmonizes existing and proposed development initiatives of both government and private stakeholders for tourism development.

The plan highlights the development of the five tourism circuits of the province, namely: the Central, Central Eastern, Northern, Southern and South Eastern Circuits which were earlier laid down in the Transformative Governance Roadmap of making La Union the Heart of Agri-Tourism in Northern Luzon by 2025.

The plan is designed as a cross-sectoral and inter-Local Government Unit (LGU) level programming where local economic development and transformative governance objectives and strategies form the basis for the implementation of a wide array of interrelated activities. Depending on the nature of the activity and the agencies concerned, the plan will be implemented by a series of initiatives at both the provincial and circuit level in the 20 component LGUs.
