PGLU Signs MOA for Community Policing System

Gov. Francisco Emmanuel “Pacoy” R. Ortega III signs in the Memorandum of Agreement for the governing mutual obligations, roles and responsibilities in the implementation of the “Community and Service-Oriented Policing” (CSOP) System, on October 16, 2018 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.

The Provincial Government of La Union has entered into a Memorandum of Agreement (MOA) with other stakeholders for a strengthened implementation of peace and order in the community through an improved policing system.

The PGLU, through by Gov. Francisco Emmanuel “Pacoy” R. Ortega III, has signed the MOA for the governing mutual obligations, roles and responsibilities in the implementation of the “Community and Service-Oriented Policing” (CSOP) System, on October 16, 2018 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.

Also signing in the MOA were the National Police Commission (NAPOLCOM) through executive officer Atty. Rogelio T. Casurao, Philippine National Police (PNP) – Regional Office 1 through Regional Director PCSUPT Romulo E. Sapitula, and the Liga Ng Mga Barangay- La Union Chapter through Ex-Officio Provincial Board Member Geraldine R. Ortega.

The MOA defined the roles of all the parties to undertake in relation to the maintenance of peace, order and public safety in the locality.

The CSOP System has been developed by the NAPOLCOM to empower the PNP to perform its role as a community and service-oriented agency. It ensures the establishment of coordinative and cooperative mechanisms through a triad composed of the local chief executives, the chiefs of police and the community leaders. The system promotes and enhances the peace and order and law enforcement functions of governments towards the accomplishment of basic services, socio-economic benefit and development to the localities.

In his message, Gov. Pacoy manifested the strong commitment of the PGLU in ensuring the sustainability of peace, order and safety in the province. He emphasized that peace and order has always been among the pillars of transformative governance in the province’s effort to become the “Heart of Agri-Tourism in Northern Luzon by 2025”.
