Gov. Francisco Emmanuel "Pacoy" R. Ortega III distributes incentives to La Union student athletes and their coaches on October 4, 2018 at the Provincial Capitol, City of San Fernando, La Union. The student athletes are from different schools and have brought pride to La Union for winning different Sports Competition.
