LAW STUDENTS JOIN PROPOSED ANTI-DISTURBANCE ORDINANCE HEARING

Mr. Jose Rosario, 4th Year Law Student of Saint Louis College explains his views on the Proposed Anti-Disturbance Ordinance during the Joint Committee Hearing lead by the Committee on Social Services on September 6, 2018 held at Cong. Eufranio “Franny” C. Eriguel Hall, Speaker Pro-Tempore Francisco I. Ortega, Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union.
The Sangguniang Panlalawigan (SP) of La Union conducts a Joint Committee Hearing for the Draft Anti-Disturbance Ordinance with the participation of Constitutional Law Review Students of Don Mariano Marcos Memorial State University and Saint Louis College under the professorship of SPM Reynaldo M. Mosuela on September 6, 2018 held at Cong. Eufranio “Franny” C. Eriguel Hall, Speaker Pro-Tempore Francisco I. Ortega, Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union.
Said joint hearing was led by Committee on Social Services and joined in by Committee on Laws, Rules and Privileges; Committee on Education and Culture; and Committee on Tourism.
The Committee Hearing discussed the Draft Ordinance entitled, “An Ordinance Prohibiting Activities in Public Places that Disturb the Solemn Observance of Maundy Thursday and Good Friday of the Holy Week and Providing Penalty for Violation Thereof.”
SPM Geraldine R. Ortega, author of the said ordinance, explained that the ordinance was conceptualized because of the clamor of most of the people that excessive noise making and loud activities during Maundy Thursday and Good Friday should be prohibited as a show of respect to the solemn observance of the Holy Week.
Each student gave their views, opinions and insights whether the ordinance is valid or not in accordance with the Philippine Constitution. Based on their research and knowledge on Constitutional Law, majority of the students pushed for the enactment of the proposed ordinance considering that it is in conformity with Section 16 or the General Welfare Clause of the Local Government Code of 1991 and the provisions of the Constitution.
The Sangguniang Panlalawigan Members, particularly SPM Mosuela, their professor, expressed their gratitude and appreciation to the law students for their invaluable contribution in making the ordinance more comprehensive and reasonable.
The proposed ordinance will again be calendared for another round of deliberation during the next Committee Hearing with representatives from the business and religious groups as resource persons to give their views, comments and insights on the matter.
