LU board opposes re-imposition of death penalty

Sangguniang Panlalawigan Member (SPM) Reynaldo M. Mosuela delivered a privilege speech relative to the proposed re-imposition of the death penalty in congress during the 110th regular session of the 21st Sangguniang Panlalawigan on August 9, 2018 at Speaker Pro-Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union.

SPM Mosuela maintained his stand against the re-imposition of death penalty which prompted his colleagues in the August Body to unanimously approve Resolution No. 505-2018 Strongly Opposing the Bill for the Re-imposition of Death Penalty.

He emphasized in his speech that the Philippines and other States which are parties to the Protocol believe that the abolition of the death penalty contributes to the enhancement of human dignity and progressive development of human rights, recalling the pertinent provisions of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.

Pursuant to the said Protocol, the Philippines and States parties thereto have agreed, among others, that on one within their jurisdiction, shall be executed and that each one of them shall take all necessary measures to abolish the death penalty.

He then reminded the August Body that during the time of former Speaker of the House of Representative, Cong. Pantaleon Alvarez, a House Bill had been passed for the re-imposition of the death penalty.

The death penalty bill was already taken up by the Senate Committee on Justice and Human Rights chaired by Hon. Richard Gordon but the deliberation has stopped due to questions on treaty obligations of the Philippines where it committed itself for the abolition of the death penalty.

The Provincial Government of La Union, under the leadership of Gov. Francisco Emmanuel “Pacoy” R. Ortega III expressed optimism that Resolution No. 505-2018 approved unanimously by the SP of the Province of La Union strongly opposing the re-imposition of death penalty shall be considered by the Congress in deciding the future of the bill.
