Former federal environmental scientist Mr. Ruben A. Guieb from San Juan, La Union served as the guest resource speaker during the Sangguniang Panlalawigan (SP) Committee Hearing conducted by the SP Committee on Environment and Energy on August 15, 2018 at the Cong. Eufranio C. Eriguel Hall, Speaker Pro-Tempore Francisco I. Ortega Provincial Legislative Building and Session Hall, Provincial Capitol, City of San Fernando, La Union. Said Committee Hearing discussed the coal spillage from the Holcim cement plant in Sitio Bagbag, Barangay Quirino, Bacnotan, La Union on July 14, 2018. n
