PGLU Financial Department Benchmarks Other LGUs’ Best Practices

The members of the Financial Stability Sector and the Local Finance Committee of the Provincial Government of La Union observe processes of the Financial Office of Isabela during their benchmarking activities to five provinces on June 19-22, 2018. The provinces they visited were Nueva Vizcaya, Quirino, Isabela, Cagayan and Ilocos Norte.

As part of the Provincial Government of La Union’s (PGLU) transformative governance journey towards making La Union the Heart of Agri-Tourism in Northern Luzon by 2025, the Financial Stability Sector (FSS) and the Local Finance Committee (LFC) benchmarked to five provinces namely, Province of Nueva Vizcaya, Quirino, Isabela, Cagayan and Ilocos Norte for their best financial practices on June 19-22, 2018.

The FSS and the LFC is composed of the Provincial Budget Office, Provincial Assessor’s Office, Provincial Accounting Office, Provincial Treasurer’s Office and Provincial Planning and Development Office

Created by a Special Order by the Provincial Governor, the FSS and LFC was tasked to specify projects and strategies for the increase of the local revenue of the province.

The main objective of the benchmarking is to determine possible new ideas, best practices concepts and accepted principles applied by these provinces in real property administration which can ultimately increase the local revenue collection of La Union.

The PGLU benchmarking team paid a visit at the Province of Nueva Vizcaya on June 19, 2018 where they were presented with the aggressive efforts of Nueva Vizcaya in tax collection and the amendment of their Tax Ordinance and intensified their monitoring on the quarry sites.

On the same day, the Province of Quirino welcomed the team in one of the income-generating components of their Economic Enterprise Office (EEO), the Capitol Plaza Hotel and Restaurant. The Province of Quirino also shared another component of their EEO which is the Quirino Capitol People’s Mart. This is a grocery store operated by the provincial government as part of their income-generating facilities. The Quirino Watersports Complex is also near to completion. This is their latest tourism project aimed to boost the tourism industry of Quirino and nearby places.

Tagged as the country’s Center for Agriculture, the Provincial Government of Isabela led by one of the Ten Most Outstanding Governors in the Philippines, Gov. Faustino “Bojie” G. Dy III, welcomed the PGLU benchmarking team in their Provincial Capitol on June 20, 2018 where they were presented with the BOJIE-RODITO Opportunities (BRO) which is providing support to small farmers whose primary source of income is agriculture in line with their mission of providing the best quality of life to every Isabeleño specially the marginalized citizenry.

Cagayan Gov. Manuel N. Mamba welcomed the team during the People’s Day on June 21, 2018, a special day reserved for the Cagayanos where the Governor extend help to the people. A report of the revenue generation of the province was presented and they are pushing for a better system in the collection of quarry activities. Other revenue-generating mechanisms of the province such as District Hospitals were presented.

On June 22, 2018, the PGLU team was welcomed at the Provincial Capitol of Ilocos Norte. The real property administration of the province was presented as well as the Revenue Generation and Land Administration (REGALA) Reforms project; free land titling program. The Local Government Units in Ilocos Norte now have a systematic land information and efficient transactions on real properties. The provincial government of Ilocos Norte also supports the opening of the House of Inabel which displays loom-woven products of the locals. These programs and activities are a manifestation of their vision “Pasingkedan ti Kinatan-ok ni Ilocano!” or “Together, we can make Ilocos Norte great again!”

The benchmarking activity is expected to polish various programs and projects aimed to make an impact for the promotion of transformative governance especially in financial stability to achieve the PGLU vision to make La Union the Heart of Agri-Tourism in Northern Luzon by 2025.
