The Provincial Government of La Union (PGLU) through the Provincial Health Office, shared its Sustainable Sanitation Development Program (SSDP) to the participants of the On-site Learning Tour of the Provinces of Masbate and North Cotabato to the Province of La Union on June 18-19, 2018.
Dr. Hector T. Beñas, Provincial Health Officer II, proudly explained how the SSDP came about and how it served as a platform to encourage the city and municipalities of La Union to develop and implement sanitation and septage management projects.
The On-site Learning Tour is one of the major activities of the Integrated Septage Management Program (ISMP) which is a collaborative project among the United Nations Children’s Fund (UNICEF), Basic Needs Services (BNS) Philippines, Inc., Provinces of Masbate and North Cotabato and Pilot Municipal Local Government Units which have been implementing the Phased Approach to Total Sanitation (PhATS) for four years.
The purpose of the tour is for the participants to witness first-hand the different septage treatment technologies and learn how other LGUs manage, operate and maintain their facilities.
BNS, being a partner of PGLU in its program on Sustainable Sanitation, brought the LGU staff, Provincial Water, Sanitation, and Hygiene (WASH) Councils and Action Against Hunger (ACF) of Masbate and North Cotabato to the Province of La Union to equip them with the necessary management competencies as they learn about SSDP and visit the septage treatment facility of the City of San Fernando and the decentralized wastewater treatment systems (DEWATS) in the Municipality of Bauang. They visited the first community-based sanitation (CBS) project in the Philippines, which is located in Baladad Compound, Central West, Bauang, La Union. They also had the chance to visit the DEWATS at Bauang Market and Slaughter House.
The Province of La Union is proud to share to other LGUs its program in sustainable sanitation and its numerous DEWATS facilities in district hospitals, markets, slaughterhouses and other establishments, CBS and the soon-to-be-implemented school-based sanitation (SBS) projects. These projects are in support to the vision of the province to be the Heart of Agri-Tourism in Northern Luzon by 2025.
