PGLU Shares Financial Housekeeping Best Practices to Quirino LGU

The Provincial Government of La Union (PGLU) through the Provincial Accounting Office headed by Provincial Accountant Atty. Albert F. Padilla and the Provincial Budget Office headed by Ms. Catherine E. Franco, shared PGLU’s Financial Housekeeping Best Practices to the Accounting Personnel of the Provincial Government of Quirino during their Benchmarking Visit to the province on June 8, 2018 at the Diego Silang Hall, City of San Fernando, La Union.

Quirino's Provincial Accounting Office’s benchmarking, led by Ms. Cecilia B. Valdez, main objective is to learn the implementation of the Electronic New Government Accounting System (e-NGAS) version 2.0 and the operation of the Local Economic Enterprise in the PGLU. The e-NGAS version 2.0, a Philippine Public Sector Accounting Standards (PPSAS) compliant system released by the Commission on Audit, was presented by Management and Audit Analyst III Mr. Gerry D. Binas-o.

The PGLU implemented the e-NGAS version 2.0 in April 2018 and used it in the monthly reporting of its Financial Statements for January 2018 up to present. On the other hand, Bacnotan District Hospital’s Accountant II Mr. Bryan E. Gapasin discussed the operation of the five District Hospitals of La Union which are considered as Local Economic Enterprises of the PGLU.

Atty. Padilla assisted the visitors in their walk-through at the Provincial Accounting Office where they actually saw how the e-NGAS version 2.0 works and even showed other systems the Accounting Office is using such as the Internal Control Division Disbursement Data Entry System, Personnel Management Information System, Treasury, Cashiering and Accountant’s Advice System and the PGLU Loan Receivable System.
