PGLU and 1590 EC Partnership

PUBLIC-PRIVATE PARTNERSHIP. Governor Francisco Emmanuel “Pacoy” R. Ortega III and Mr. Arlo AG Sarmiento, President of 1590 Energy Corp., lead the signing of a five-year Lease Agreement for the operation, maintenance & rehabilitation of the Bauang Diesel Power Plant (BDPP). Said partnership project under the La Union PPP Code (SP Ordinance No. 096 - 2016) ensures that the 215 - Megawatt BDPP will continue to contribute to the stability of power supply and provision of ancillary services to the Grid. The partnership signed on Friday, January 19, 2018 at the Provincial Capitol, City of San Fernando, La Union will take effect on January 2019. Also in photo are Vice Governor Aureo Augusto Q. The Provincial Government of La Union (PGLU) led by Gov. Francisco Emmanuel “Pacoy” R. Ortega III and the 1590 Energy Corporation (EC) have entered into a historic Public-Private Partnership (PPP) on January 19, 2018 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. The Sangguniang Panlalawigan Members led by Vice Governor Aureo Augusto Q. Nisce, media partners, and guests attended to witness the landmark event.
Gov. Pacoy, in his speech, expressed the PGLUs commitment to the success of the partnership. He stressed on the importance of the role of the private sector in Local Economic Development which is beneficial to the Agri-Tourism Strategy of his administration. The Governor further stated that the fruits of such a partnership will be used for more strategic collaboration with other potential partners in the private sector towards building a safe, peaceful, and investor friendly La Union.
The signed agreement is pursuant to Sangguniang Panlalawigan Ordinance No. 096-2016, also known as the La Union PPP Code, which is a lease contract that will start from January 1, 2019 to December 31, 2023. The partnership will focus on the operation, maintenance, and rehabilitation of the plant to further improve power stability throughout the province and Luzon.
The Bauang Diesel Power Plant (BDPP) is a 215 Megawatt capacity bunker oil-fired 21-Engine diesel plant located in Barangay Payocpoc, Bauang, La Union. It is connected to the 230 Kilovolt Transmission Line of the National Grid Corporation of the Philippines (NGCP). 1590 EC, a subsidiary of Vivant Corporation, assumed operations of the plant in 2010. Not only does it provide jobs to the people of Bauang, 1590 EC is also an active partner of Department of Environment and Natural Resources (DENR) that participates in the National Greening Program (NGP) annually.
