Gov. Rafy Lauds MSGC in Courtesy Visit: Continue to Be the Province’s Steady Pillar

Members of the La Union Multi-Sectoral Governance Council (MSGC) paid a courtesy visit to Gov. Raphaelle Veronica “Rafy” Ortega-David on June 19, 2025 during their 43rd Regular MSGC Meeting, to express their appreciation for her strong commitment to participatory and accountable governance throughout her term.
Under Gov. Rafy’s administration, the MSGC emerged as a key partner in upholding the principles of good governance— bridging public policy and community voice, and promoting transparency, performance, and inclusiveness. The Council recognized her unwavering support that allowed the MSGC to function meaningfully as a co-governance mechanism of the province.
“You have been essential in turning our development goals into a shared mission,” Gov. Rafy said. “But more than what you’ve done under my term, I urge you to continue supporting the Provincial Government with the same passion and objectivity. Support the next administration, because your loyalty must always remain with the people of La Union.”
The Governor extended her heartfelt gratitude to the MSGC for their years of dedicated service, sound counsel, and principled engagement. She underscored how the MSGC’s guidance and feedback helped strengthen the province’s Performance Governance System and accelerate the realization of its vision as the Heart of Agri-Tourism in Northern Luzon.
The MSGC, composed of leaders from the business community, academe, civil society, faith-based organizations, and various sectors, expressed equal gratitude for Gov. Rafy’s trust in their independent role.
“We are deeply honored to have worked under a leadership that valued citizen voice, inclusivity, and transparency,” said Rev. Brennus Paragas, MSGC Chairperson. “We affirm our full commitment to support the next administration with the same level of dedication. Our focus remains on advancing reforms, ensuring continuity, and helping the province meet its long-term goals.”
The visit was not only a tribute to a fruitful partnership but also a reaffirmation of the Council’s enduring mandate to serve as a credible, independent, and non-partisan advisory body. The MSGC stands united in its commitment to remain a steady pillar of good governance, a champion of citizen participation, and a partner in building a more progressive and people-centered province.
