Balaoan Septage Treatment Facility Breaks Ground

With the commitment to a sustainable environment and a healthy community, the Provincial Government of La Union (PGLU) led by Gov. Raphaelle Veronica "Rafy" Ortega-David, in partnership with the Municipality of Balaoan headed by Mayor Aleli U. Concepcion, organized a groundbreaking ceremony for the Septage Treatment Facility soon to rise in Balaoan, La Union, on June 11, 2024, at Nagsabaran Norte, Balaoan, La Union.
The Septage Treatment Facility is a 30 c.u.m. per day infrastructure project that ensures a clean, safe, and reliable water supply for the townspeople of Balaoan. It aims to establish a Local Government Unit-owned and managed septage treatment facility to address groundwater and coastal water pollution caused by illegal discharges of untreated wastewater following the directives set by the National Sewerage and Septage Management Program of the Department of Public Works and Highways and Department of the Interior and Local Government issued Memorandum Circular No. 2019-62 or the Policy and Guidelines on Sewage Treatment and Sewage Management System.

Rafy, through Provincial Administrator Francisco Emmanuel “Pacoy” Ortega III, said as she expressed her enthusiasm for the long-awaited construction of the facility in the municipality. “Napakahalaga po talaga ang pagkakaroon natin ng mga ganitong proyekto upang masolusyonan ang mga problema sa solid waste management… para sa pagkakaroon natin ng sustainable environment,” she added.
Also in attendance along with Balaoan Mayor Aleli U. Concepcion were Vice Mayor Carlo Castor U. Concepcion, Sangguniang Bayan Members, Punong Barangays, and Municipal Staff. From the PGLU, Provincial Engineer Ressie Estrella from the Provincial Engineering Office; EnP. Annalyn Rosario-Valdez, Head of the Provincial Government-Environment and Natural Resources Office; and other PGLU personnel also graced the event.
The project is among PGLU’s programs that provide basic services and infrastructure facilities intended to service the needs of every KaPROBINSYAnihan in accordance with the PUSO Agenda’s Universal Access to Basic Needs. Through the continued cooperation of the PGLU and KaPROBINSYAnihan, La Union hopes to maintain being an environmental LGU model and to be the Heart of Agri-Tourism in Northern Luzon by 2025.
