21st Sangguniang Panlalawigan Conducts Final Session

The 21st Sangguniang Panlalawigan (SP) conducted its final session on June 25, 2019 at the Speaker Pro Tempore Francisco I. Ortega Provincial Legislative and Session Hall, Provincial Capitol, City of San Fernando, La Union. Aside from its regular members, the incoming members of the 22nd SP, department heads, directors from provincial and regional offices of line agencies, Provincial Government of La Union employees and family members of the outgoing officials attended the said session.

The final session served as send-off and welcome program to the outgoing and incoming members of the SP, respectively.

The accomplishment report of the 21st SP bared the number of ordinances enacted; number of resolutions approved; the top five performing committees in terms of committee meetings and hearings conducted; and committee reports submitted. The number of privilege speeches rendered by individual members and the attendance record of members were likewise reported.

The 21st SP conducted a total of 183 regular and three special sessions. A total of 89 ordinances were enacted and 2,311 resolutions were approved, excluding those that were approved during the last day of sessions. 51 ordinances were published. A total of 1,755 committee meetings and 394 committee hearings were conducted by the regular committees.

The Top 5 Committees with most number of committee meetings conducted were Committee on Laws, Rules and Privileges, chaired by SPM Reynaldo M. Mosuela, with a total of 816 committee meetings conducted as Top 1; followed by the Committee on Housing and Land Use and Relocation, chaired by SPM Gary N. Pinzon with 176 committee meetings conducted as Top 2; Committee on Health, chaired by SPM Ruperto A. Rillera, Jr as Top 3 with 96 committee meetings conducted; Committee on Tourism, chaired by SPM Christian I. Rivera which conducted a total of 95 committee meetings as Top 4; and Committee on Finance Budget and Appropriations, chaired by SPM Francisco “Kit” C. Ortega, Jr. with 94 committee meetings conducted was Top 5.

As to the conduct of committee hearings attended by the members of the committees including invitees and resource speakers, the Top 5 Committees with most number of committee hearings were Committee on Laws, Rules and Privileges with a total of 84 committee hearings conducted as Top 1; Committee on Public Works and Utilities, chaired by SPM de Guzman with 36 committee hearings conducted as Top 2; Committee on Environment, chaired by SPM Ortega with 27 committee hearings conducted as Top 3; Committee on Social Services, chaired by SPM Bellarmin A. Flores II which conducted a total of 26 committee hearings as Top 4; and Committee on Finance Budget and Appropriations, with 25 committee hearings conducted as Top 5.

Top 5 committees with most number of committee reports submitted were Committee on Laws, Rules and Privileges, with a total of 137 committee reports submitted as Top 1; Committee on Finance Budget and Appropriations, with 99 committee reports submitted as Top 2; Committee on Health, with 69 committee reports submitted as Top 3; Committee on Public Works and Utilities, with 62 committee reports submitted as Top 4; and Committee on Environment and Committee on Ways and Means with 52 committee reports submitted were tied at Top 5.

The 21st Sangguniang Panlalawigan acted upon on all 336 urgent communications and 112 non urgent communications from the Office of the Governor through appropriate resolutions and ordinances.

SPM Flores rendered the most number of privilege speeches with a total of 92 speeches; followed by SPM Mosuela with 48 speeches; SPM Bacurnay with 36 speeches; SPM Rillera with 30 and SPM de Guzman with a total of 25 speeches rendered.

SPM Mosuela is the lone member of the 21st Sangguniang Panlalawigan who perfected attendance to all the regular and special sessions and incurred zero tardiness.

Six outgoing members of the 21st SP including Vice Gov. Aureo Augusto Q. Nisce, SPM Mosuela, SPM Ortega, SPM Rillera, SPM Flores and SPM Carlo Castor U. Concepcion will bid farewell to the Provincial Capitol and will embark to other careers and political positions. SPM Francisco Paolo P. Ortega V will end his term as City Councilor and thus ends his term as Ex-Officio Member of the Sangguniang Panlalawigan but will return as a regular member as he was elected as number one SPM of the first district of La Union.
