To protect the water resources of the province from the ill-effects of climate change, the University of the Philippines - College of Forestry and Natural Resources (UPLB-CFNR), Los BaΓ±os, Laguna headed by Dr. Juan Pulhin, Project Leader together with partner agencies presented two watershed management projects for La Union during the 6th Regular Session of the 23rd Sangguniang Panlalawigan (SP) on August 9, 2022.
Rex Victor O. Cruz, Project Staff, presented on the Institutionalization of Guidelines on Watershed Integrated Area Land Use Planning Towards Resiliency (WILUP) which aims to facilitate the institutionalization of the proposed guidelines on watershed integrated area land use planning (WILUP) to promote the resiliency and sustainability of watersheds, ecosystems and people, towards resilient and sustainable local and national development.
Likewise, he mentioned that the project will be implemented in the municipality of San Gabriel and will benefit the fisherfolks of the said Local Government Unit (LGU). In general, the project is expected to enhance the understanding and technical expertise of LGUs and National Government Agencies in the application of the watershed approach to comprehensive land use and development planning.
Juan M. Pulhin also presented another project during the session which focused on the Integration of Traditional and Modern Bioproduction Systems for a Sustainable and Resilient Future Under Climate and Ecosystems Changes (ITMoB). The project aims to determine which combinations of traditional bioproduction systems and modern bioproduction systems are most likely to lead to a sustainable and resilient future in the province particularly the Baroro, Bacnotan watershed.
The project proponents are requesting the Provincial Government through the Office of the Governor to issue an Executive Order appointing focal persons from the Provincial and Municipal LGUs to the WILUP and ITMoB Technical Working Group; Co-organize Joint Coordination Meeting with the Municipal LGUs within Baroro Wateshed; and the SP to enact a policy document endorsing and supporting the implementation of the WILUP and ITMoB Projects.
The proposed projects and their requirements including the issues and concerns raised by the SP Members were referred to the SP Committee on Housing, Land Use and Relocation as the lead committee, jointly with the SP Committee on Public Works and Utilities, Committee on Environment, Human Ecology and Security and Committee on Finance, Budget and Appropriations for their study and recommendation to improve the watershed management of the province through appropriate policies which is vital in the fulfillment of #LaUnionPROBINSYAnihan towards building a #StongerLaUnion.
