The Land Transportation Franchising and Regulatory Board (LTFRB), Regional Office I represented by Chief Transportation Development Officer Atty. Anabel M. Nullar, clarified transportation issues amidst the re-opening of face-to-face classes during the 10th Regular Session of the 23rd Sangguniang Panlalawigan on September 6, 2022.
This was after Second District Board Member Henry B. Balbin delivered a privilege speech relative to the transportation issues and concerns brought to his attention by some students and constituents who are greatly affected by the current public transportation operations.
Among these includes insufficient number of public transportations to accommodate passengers; compliance on minimum health and safety protocols of public utility vehicles (PUVs); compliance on the maximum carrying capacity of PUVs; and for Local Government Units (LGUs) to have a systematic planning and policy of addressing transportation and route issues in their respective jurisdiction.
Atty. Nullar provided answers to the issue citing that there is a sufficient number of public transportations in Ilocos Region. Around 341 units of Public Utility Buses and 598 Public Utility Jeepneys coming from the north and south are plying in the highways. In terms of the compliance to minimum health standards, she informed that the LTFRB requires the transport operators and drivers of the minimum health standards particularly the wearing of face masks and observance of their maximum carrying capacity. On the last issue, she mentioned that their office is requesting for a Local Public Transport Route Plan (LPTRP) of each component LGUs including the Province of La Union which was returned for revision.
The Vice-Governor and Sangguniang Panlalawigan Members also requested LTFRB to conduct road monitoring during peak hours. It is also highly suggested that LGUs must study their LPTRP before its drafting and implementation and that LTFRB must assist in the said drafting
All issues, suggestions and recommendations of the SP were noted by Atty. Nullar for proper addressing. In addition, she informed that the LTFRB has recommended to the City Government of San Fernando to return the pre-pandemic routes to address the commuterβs crisis.
In the spirit of La Union PROBINSYAnihan, Board Members Denny and Joy Ortega requested Atty. Nullar to accompany them to the Office of the City Mayor to discuss the transportation issues concerning the City Government of San Fernando for the welfare of the commuters especially the students.
