La Unionโs youngest and first ever female Governor, along with other Elected and Re-elected Provincial Officials, were formally installed in position after taking their oath during the Serbisio ken Panagtakem: La Union Turnover and Oath Taking Ceremony 2022 on June 16, 2022 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union.
Provincial Officials who took their oath before outgoing Gov. Francisco Emmanuel โPacoyโ R. Ortega III were Gov. Raphaelle Veronica โRafyโ Ortega-David; Vice Gov. Mario Eduardo C. Ortega; First District Board Members Maria Rosario Eufrosina P. Nisce, Joy R. Ortega, Gerard G. Ostrea, Jennifer C. Mosuela-Fernandez, and Rachel N. Pinzon; and Second District Board Members Maria Annabelle S. De Guzman; Henry B. Balbin; Cynthia Angelica M. Bacurnay; Ruperto A. Rillera, Jr., and Victor I. Rivera.
In her inauguration speech, Gov. Rafy reassured all kaprobinsiaan that she is ready and able to serve and listen with all of her best abilities and will. She also made a point that as the youngest and first female governor of La Union, she will utilize her fresh and innovative ideas to promote the advocacies closest to her heart.

Aside from the oath taking ceremony, the 2022 Inauguration Program also highlighted the leadership and accomplishments of the provinceโs beloved and well-respected outgoing governor during his six-year term. In his heartfelt and inspiring message, Gov. Pacoy gave gratitude to all kaprobinsiaan for the support and trust they have bestowed upon him as the father of the province. Moreso, he expressed his confidence to the new provincial leaders in working harmoniously for the continuous improvement of the province and its people.

After his speech, a ceremonial turning over of leadership took place. Gov. Pacoy handed a cabinet containing all files and an ipad with a key to the incoming Governor as a symbol of entrusting the province and passing of responsibility to the new provincial officials who will formally take their seats at noon of June 30, 2022.
Department of the Interior and Local Government Provincial Director Dir. Reggie Colisao lauded all the elected officials. She pointed out how they are responsible in the provinceโs progress and success in the next three years. Dir. Colisao further challenged them to be champions of good local governance.

Present to witness the inauguration program were the family members of the officials, Provincial Government of La Union (PGLU) Department and Unit Heads, Chief of Hospitals, employees, and kaprobinsiaan joined the event through Facebook Live.
This yearโs inauguration ceremony is dubbed as #SerbisioKenPanagtakem which literally translates to Service and Taking of Responsibility. As duty-bearers and public servant-leaders, this reflects their intentions to wholeheartedly accept the huge responsibility in their hands of thrusting the province and building it into a home their kaprobinsiaan had hoped for.
With this new chapter in governance, the PGLU and all kaprobinsiaan remain united for the continued realization of a #StrongerLaUnion, a province worth living in.
