To address issues and gaps along the implementation of RA No.9344 or the Juvenile Justice and Welfare Act (JJWA) of 2006 as amended by RA No.10630 especially on handling Children-at-Risk (CAR) and Children-in-Conflict with the Law (CICL), a dialogue with the pillars of Juvenile Justice of La Union was conducted on May 31, 2022 at the La Union Bahay Pag-asa, Sta. Rita, Bacnotan, La Union.
The activity is a collaborative effort of the Provincial Government of La Union (PGLU) and Regional Juvenile Justice and Welfare Committee (RJJWC) 1 in line with the celebration of the 16th anniversary of enactment of JJWA.
JJWA is a law which promotes the creation of a child-friendly justice system focused on rehabilitation and restoration rather than punishment and upholds the basic principle that a child must not be treated as an adult as enshrined in the United Nations Convention on the Rights of the Child (CRC) signed and ratified by the Philippines.
The said activity was also a venue to clarify issues among duty-bearers as partners and reiterate commitments to promote and protect childrenโs rights โ whether the child is the victim, the offender, or a community member.
In her message, DSWD Regional Director and RJJWC 1 Chairperson Marie Angela S. Gopalan reminded duty-bearers that all children must be treated with dignity and accorded their inalienable rights with utmost respect and protection.
Governor Francisco Emmanuel โPacoyโ R. Ortega III likewise expressed his support to the JJWA, โNaging malaking bahagi ang batas na ito sa pagbibigya ng bagong buhay at pag-asa sa mga mga kabataang Pilipino na nalihis ng landas. Nawaโy magpatuloy ang magandang hangarin ng Juvenile Justice and Welfare Act na nagsusulong sa kaligtasan at kapakanan ng mga kabataang sumasailalim sa ibaโt-ibang programang pumapailalkim dito.โ
