The Provincial Government of La Union (PGLU) represented by Gov. Raphaelle Veronica โRafyโ Ortega-David and the Provincial Government of Bataan represented by Gov. Jose Enrique S. Garcia III formally entered into a sisterhood agreement on October 6-8, 2022 in the Province of Bataan, to signify their mutual desire to improve and support each otherโs efforts in learning and implementing best practices for their respective provinces.
This is backed-up by Resolution No. 1345, Series of 2022 of La Union Sangguniang Panlalawigan signed on October 4, 2022 entitled โA Resolution Expressing the desire of the Provincial Government of La Union to establish a sisterhood relationship with the Provincial Government of Bataan and authorizing the Honorable Governor Raphaelle Veronica โRafyโ Ortega-David to sign and represent the Provincial Government of La Union in the execution of a Memorandum of Agreement (MOA) with the Provincial Government of Bataan represented by Honorable Governor Jose Enrique S. Garcia III.
Said ordnance was authored by Board Member Jennifer C. Mosuela-Fernandez, with the aim to underscore the importance of establishing the sisterhood agreement as it signifies the mutual interest of both parties to create a fruitful relationship, especially in initiating areas of collaboration for mutual benefit on matters relating to culture, commerce, environmental, tourism, and education.
The La Union department heads and officials also conducted a benchmarking activity and visited One Bataan Command Center and the Bunker, which were built through Private-Public Partnership (PPP). To ensure productive exchange of best practices, a dialogue with their counterpart officials and employees in the Local Government Unit of Bataan took place.
In the dialogue, Gov. Garcia III shared that Bataan projects such as the Provincial Capitol were constructed under a PPP agreement. He further said that the province made a lease agreement with the property owner in order to compensate the private entity on the costs of construction.
On the other hand, Gov. Rafy expressed her hope that both provinces can learn and adapt from each otherโs best practices, โAgain we are very honored to be your sister province,โ she said.
The activity is a response to the governorโs call for #LaUnionProbinsyanihan manifested by its strengthening of partnership with other provinces to be able to adapt best practices which will be beneficial for the kaprobinsiaan in La Union. This activity is also in line with the P.U.S.O Agenda, focusing on Sustainable and Progressive Economies and Orderly, Sustainable and Resilient Component City, Municipalities and Barangays.
